PDF Split and Merge is a free and
very useful application that gives you the possibility to split and merge PDF
files.

Pros: It worked quickly and beautifully!! Also, one
of the few applications that make the assumption that I'll want to save the
outputs in the same directory as the source document!
Cons: Not much; the interface is a little odd, as
others have noted, but I didn't have any confusion about what to do.
Other Thoughts: I had a large PDF that needed to be split at
irregular places. It had a field in the "Split Documents" page which said "Enter pages where you
want the document split", with no clues about input format, but a
comma-separated list of pages worked perfectly.
